The jurisdiction is where the license was issued, ea are of the Us has it's own CBP jurisdiction, so, your license was issued where ? that's where you can cruise without renewal, once you want to leave that "jurisdiction" you need a new license or a permit to move..from one jurisdiction or another or leave for 15 days and get annual the CBP website for renewal requirements. This why people get into trouble, it takes time, patience, frustration and aggravation to figure all this out, if you don't have the the bill and get a lawyer....

I have turned in my cruising permit last fall, (7 months still left on it) when I hauled out and when I launch the boat in the next month or so I will get a new cruising permit, good for a full year.
This negates the requirement to leave the country for 3 weeks after an existing cruising permit expires in order to qualify for a new 1 year permit.
This only works if you haul the boat out or are having extensive work done on it.
Done this 3 x....My experience...ymmv
