CA vs. USCG

It was always my intention to document the new boat but in order to move the boat i am being required to prover ownership (nelson's closed and with the gates locked, the lawyers and being lawyerly).

Apparently, the CA title signed over to me isnt proof enough so i will have to register her to prove ownership.

Since the move day is monday, i am off to the CA DMV.

questions:

1. can i cruise in international waters with a CA registered boat
2. what is the value of a documented vessel
3. can i document a CA registered boat and, if yes, is it the same process as a regular USCG transfer
