Biscayne Bay during govt shutdown

Does anyone have any "realtime" info on Biscayne Bay? I have read of the waters of Biscayne Bay National Park and Everglades national Park being "closed". I am unsure of what that means.
Can I not sail on the waters of Biscayne Bay?? I know that all waterways are "federal", but can they actually close the use of these waters? Does it also means that the ICW is now no longer available for transiting from Miami to the Keys??

Last time this happened you could transit but not anchor or land. For example you could leave Everglades City, transit the park on the way to the Gulf of Mexico but not land.

Some nefarious hardcore kayakers found this the best time to paddle the park. Not sure sailboats are that stealthy!!

Would imagine it is the same- for example Elliott Key anchorage is closed, but you can transit the area.

A friend of mine fished in Everglades National Park a few days ago. He didn't know it was closed and no one told him. I think there are only two rangers on duty at any one time and it's a really big park. I'm sure the same goes for Biscayne National Park.

Just got back from anchoring overnight at Elliott Key. Nobody else there and nobody bothered us.
