If you are progressing through a countries territorial waters purely for the purpose of transiting the area to reach your destination, you are entitled to innocent passage and are not required to check in. You are subject to that countries laws however

Anchoring, ( that is non inconsequential to navigation ) or visiting a port is not classed as innocent passage.

That's right. Thanks for correcting me. I remembered part but not all. And they obviously were very aggressive.
