Jump through all the hoops they give you and pretend to be nice. I know a guy who lost his caravan park business fighting the local government for years. He was probably mostly right but ended up broke. Hitlers legacy continues on in "honest" government.

Since I regularly motor our automobile up from SF to Vancouver island, how about we meet in Cottage Grove, OR?

Yes, Andrew, like California treating boats the same as real property. However, they did take us off the tax rolls after we registered the boat in another State, which is all one needs to show them. The poor clerk who spoke to the OP is NOT the one who passed the law. It was in effect in 1989, and maybe a little earlier. Hardly a secret.
