I always thought that the expression "any port in a storm" had to do with the captains choice to go into a less than desirable refuge to get out of bad weather, and not anything to do with the welcome he might or might not get.

In Canada the obligation extends to individuals as in if you you or a crew member should spot a vessel in distress you are obligated to offer assistance in so much as it doesn't put your vessel or crew at risk to do so. Also along with the obligation to know your vessels relationship to the others around you (as in don't hit them) you are expected to assess if any vessel requires assistance. I don't know if this is written into law or not but it is in the Coast Gaurd Auxiliary study material for the POC test.
