I think it's a depends on locale and business model thing.
Over here, used to have a Govt run yard for boats to be worked on
DIY and by contractors. Was priced low enough for folks to keep boats their for a couple of years and was always pretty much full - so they revamped the pricing policy a few years back to encourage folks to be in and out inside a month. The yard mostly empty nowadays - although of course that may also be as much to do with the economic downturn, but I suspect it is the case that the sweetspot on pricing was missed by a country mile!, could be that OP's yard is doing the same........
