Yacht Specialties Pedestal Brake

I am asking here if anyone has experience with the older Yacht Specialties Pedestal circa 1975. This pedestal is installed on my Tartan 34C. The pedestal itself is in great condition including the chain drive, cabling, quadrant ect.. The problem I have is the brake is not functional. I have disassembled the brake and removed is from the pedestal. All the parts appear in good shape. I think it is missing brake pads. I'm asking if anyone knows how the brake pads were originally constructed of if there was another component which was installed around the shaft. I can find no original diagram of component assembly. I would like to restore it if possible. Here is a photo of the brake assembly. Any ideas or suggestions would be helpful.

No doubt huh???

Don't know where you're at, but they have several giant warehouses all over the US. It will arrive UPS ground in less than 2 days, and cost probably2-3 bucks.... I find a 6x12x24 5 lb box to be about $10 shipping.... I use these guys for almost everything material and fastener wise... Everything is very nice quality except for stuff that is clearly described as "economy" First rate SS fasteners... Cheap...
