Would this Work for an Antifouling / Low Friction Bottom Surface ?

I can see it now Mechanico racing along on a broad reach, he crests a swell and begins to bounce and bounce untill the cat breaks in tiny pieces and they continue to bounce and bounce. It the incarnation of flubber.

Imagine a fero-cement with that stuff on it...bounding around smashing docks and loosing an avalanche of re-bar. We should supply this to pirates and the North Korean navy.
