I agree it is for a nilsson windlass. Had to make one myself.

Looks like a Forum Plug Handle to me: like a garboard plug to drain the bilge when a boat is ashore, but these are fitted with reverse valves made with a ping pong ball for letting the B.S. into a forum when the forum isn't full enough of nonsense!
