What Is this Resistance for?

I was walking the dock yesterday and saw an "older" boat with what look like a restance to me under the Hull See pics.

What is it for? what use?

Let's see how many minutes it take for the Oldsalt to answer. My bet less than 5 minutes LOL

Cooling

I thought of that but the "resistance" was not close by the engine but mid ship and would it be enough to cool on it own or it's just a secondary system.
