It is for holding a lemon or lime for slicing to garnish your favorite drink. I doubt it is anything for the boat.

Yep
It is definitely the clip that holds the portable toilet down while sailing. I broke one once and had to order a new one.

This are parts of a chemical toilett to hold the upper tank with the seat to the lower waste tank.

I have a very similar part, it is the latch for a Waeco portable refrigerator, and yes it is removable.
