Water Leak at Swing Keel Pivot Pin

hi, I have just recently purchased a sailing boat, she is an Austral 20, and in fine condition. However there is a small problem with the swing keel,
swivel pin housing. A small amount of water makes its way past the pin and into the bilge, and there does not appear to be any seals behind the nuts holding the swivel pin , just a metal washer.can anybody advise me on how i can stop the water from entering at this point.
