Twist-Lock Telescoping Pole Repair Question

I have a Forespar 7-15 Pole I'm trying to repair (bought it on E-Bay, was supposed to work, and Big Al couldn't twist it!).

I've got it apart and I'm unsure from Forespars instructions how to complete the repair. This pole has only two pipes that move relative to each other. The instructions indicate I'm to place the new lock into the inner pole (The smaller lock goes inside the inner pole, and part of the lock extends from it), and use a punch to dimple the pole on the new lock. That parts fine (I'm thinking of epoxying this in rather than dimpling...any thoughts?)

There is another lock that goes totally inside the outer pole. It appears that it just "floats" inside the outer pole, not connected to it in any way. The Forespar instructions are silent on that issue and I can't find a video or more explicit instructions. It seems to me if I just shove it inside the outer pole the first time I "collapse" the pole it will never come back when extended???

There were two locks in the old pole. The lock in the inner pole had slipped into it somehow??

I'd appreciate your help folks!

From the picture on Forespar's site it looks like one unit. Maybe it assembles before you insert it.

I can't find instructions or good pictures.
