Totally non-nautical

Sorry about this, but I know that there are a lot of clever people here....
I need to make some sort of venturi whistle/screecher/screamer that will make a noise in a 30mph air flow. Have searched the internet in vain so any help appreciated.

I am a part time EMT with St. John Ambulance and built the trolley racer a while back as a flag waving exercise for St.John at trolley meets. Thought a noise-maker might be nice..

Well when I was a kid, we would use a clothespin and attach playing cards to our bike forks so the cards would flap against the spokes. Makes a racket,
we pretended it was an engine..

Here is a better one, using a balloon makes it sound more like a real engine,

Yes, it is good fun.
Trolley racing in NZ is a popular spectator sport which is raced in different classes from kids all the way up to corporates who take it pretty seriously! We are a corporate class racer and with ST.John Ambulance being a charitable organization, it forms part of our fund-raising activities. I should add that I'm only the designer/builder - there is an idiot paramedic in St.John with no brain who hurtles down the hill in that thing. Last year we came 2nd overall in very close racing, but St.John doesn't really care about placings just so long as we beat our arch rivals, Fire Brigade and police. With such a slender margin I am reluctant to put a noise-maker on the wheels (friction) but do recall some sort of ramjet whistle affair that I would like to mount on the fin. Scare the crap out of the opposition.

Only one slight problem with deer whistles.
Although you won't have to worry much about hitting deer, your competition won't hear it at all as they're ultrasonic.
