Teak over ply on the swimstep? Shame on the designer.

As a new owner of a 1999 38 foot Bavaria, I have to say that the builder did a pretty good job overall. However, all the panels of teak over ply on the two transom steps are soaked, delaminated, and the gelcoat beneath severely blistered.

Obviously, I will not replace with teak over ply. I've been looking at the various online distributors of synthetic teak but other than the stuff that comes in rolls, I can't get a sense of the thickness of the materiel. I cant find any of it retail near Annapolis to look at.

I'll need something about a quarter inch thick to prevent water from pooling.

Does anyone have any insight into this materiel. Other recommendations are welcome also. It does not necessarily need to look like teak but does need to look nice.
