Tabbing repair where chain plate mounts to bulkhead

I looked at an Endeavor 33 for possible purchase the other day and did an initial inspection. During my look I always check the condition of the chain plates and anywhere I can access the hull to look at the bulkhead tabbing. I observed something the peaked my interest inside the cabinet in the head. It appeared that some work had been done on the either the chain plate and/or the tabbing to the hull where the adjacent bulkhead is joined. Yes this would be part of the interior wall that separates the head from the main salon. It's also a point where one of the shrouds chain plates is mounted. I noticed that some of the fiber matting used in the tabbing appeared to have partially separated. I dont think I can post a pic, because I don't have the permissions. I can send you one offline if you want one. I know, get a survey, but I'm wondering if anyone has experience with this issue or knows how involved it would be to repair.
