T_Rail Leak

I have a T-Rail used to mount a boarding ladder. It's leaking because whatever was used to seal it before has degraded to nothing.

I've removed the rail to clean it up. Is this a good area to use butyl tape?

If so, do I put it the full length of the rail, or just in the area of the screws as the previous install did?

Also - wrap butyl around the screw heads?

I think the screws are overly long - they stick out a good inch into the space behind the locker. I'm thinking to plug and redrill these hole and use a much shorter screw - 1 inch instead of three. Is this a good idea?
