size of gor-tex packing

I need some advice on size of packing, the previous owner might have used 3/8 inch packing, when I measure the shaft it measures 1.5 inches and the gland is 2 inchews, it looks to me that 1/2 inch gor-tex packing would be perfect. If so why did the previous owner have 3/8 inch on the boat. Now the truth is the gland was dry, I found the 3/8 packing on the boat, so I don't know what he used. I think he filled the shaft with greese to stop the leak. thanks for the time and advice, atlantic high

mistake on measurements!!!

Sorry , the shaft is 1.5 inches and the gland is 2.5 inches. Atlantic High
