Rudder Shaft Sealing System 32 ft Yacht

Hi All, my Cavalier 32 looks like it needs the boot around the rudder shaft entry point replaced. It appears, from stretched arm digital photo's, to be a rubber boot secured with Jubilee Clips at the base around a fiberglass "Cone" and again at the top, most likely onto the shaft. Not being familiar with these, can someone outline how it works. Is the boot/Shaft surface lubricated, or does the rubber twist as the shaft turns? s there a recommended modern replacement. BTW, really don't want to drop the shaft and rudder post.
