Rudder Bearings Beneteau 411

We replaced our rudder bearings in 2008. Since then we have done approx 6,000 nautical miles. Also we recently lost our prop and in coming off it slammed into the rudder and took a chip out of the leading edge. (fortunately we got it back again - another thread).

Now we are noticing some vibration or rudder flutter on a beam reach. There is slight movement in the rudder when we grab it underneath.

We are in Palau, Sardinia and it was our plan to sail to Tunisia and haul out south of Monastir.

However, due to the rudder movement, we are considering hauling out here to inspect the rudder but have avoided boatyards in Italy because of Draconian rules where we cannot work on our own boat. Does anyone know of a boat yard in the vicinity here where we can haul out and work on our own boat as antifoul is due.

Does anyone know of a good engineer in Olbia or Palau who can speak English? Thanks.
