I normally buy 20% more paint than I think I will need. Always better to have too much than not enough. Sanding is normally the way to go but you can't sand nonskid unless you plan to get past the grit to a flat surface. Chemical etching makes sense in that it will etch the whole surface without ruining the texture but I would not put anything on this deck without talking to the manufacturer first. If you do the wrong think here you could end up having to start the whole process over. I think I would try just cleaning with TSP & top coating a small area to see how it does.

Problem is that a lack of adhesion can take a long time to become apparent.

Top coat on my deck had grit added. Job was done by a previous owner and now that it's starting to flake off I can see that not only did he not prepare the substrate - he painted over mildew, dirt, everything.

Some places the paint's firmly attached, other places it just peels off.

OP's paint surface needs abrading. Sanding will work but will remove grit.
Fine wire brush used by hand will "work around" the grit, so will Scotchbrite.

Could be years later that today's shortcuts kick you up the arse

If you are going to abrade it to score it up for another coat, use a "nylon abrasive wheel" over any other tool.

You can Google them. They come in all sorts of sizes, shapes and grits. They will scuff without removing any paint.

Metal wire and regular sanding is too agressive for this job.

Thanks for these ideas. I'll pick up a set of nylon brushes and give them a go.
