Polishing stainless steel

Can anybody help me with polishing stainless steel?
Here is the problem - after fabrication, I clean up the welds, weld splatter etc on whatever I'm building with a soft touch grinding disk, and then clean the entire piece with a resin bonded sanding disk, working down through the grades to a 240 grit. After this I switch to a rotary 3M scotchbrite pad. Once I've zoomed over the whole thing with the scotchbrite, I then use to a stitched calico mop wheel and polishing paste. The trouble is that the polishing seems to bring out all the minor surface imperfections, previously unseen but which now stick out like dogs balls, and the mop wheel is too soft to remove them. It seems to me that there must be some step between the scotchbrite pad and the mop wheel, but what is it?? And one thing for sure, any little imperfections in stainless steel is where the 'tea staining' starts.
Any help greatly appreciated as this little problem is driving me crazy!
