You might consider a small dremel tool with a grinding tip to get some of the pitting near the halyard holes cleaned out without taking too much base metal off. Particularly on the upper hole in the picture.

Zinc chromate, fill sand and paint.

The ends look OK to me.

Problem is that you don't know if there is any corrosion between the spreader and the cast aluminum end - if the wall thickness of the spreader is compromised between the mating surfaces, it could potentially fail. Only way to know is to have a local company ultrasound or radiograph the ends to check for any integral issues. You could use dye penetrant to do a visual crack inspection as a bare minimum. When in doubt, get new ones manufactured. This is not something you want to have fail at sea.
