Not necessarily, it could enhance laminar flow control.
Apparently in some instances a fluid whether it be air or
water will shear against itself with less drag than shear against a smooth surface.
In other words it could possibly bring out some different
hull shapes eventually, that would have less drag than
current shapes do even if very smooth.
Not saying it would, just saying it’s possible.
Look at vortex generators, just as a brief look, you would think they would be draggy as heck, but if they enhance the boundary layer and prevent flow separation, they can reduce drag.
In other words, not saying it would
work, just saying it’s possible is all.
