Keel bolts and torque

My boat is back from repair. Had a keel damage after a grounding, so the keel was taken off, all the damage was repaired and the keel then boltet back in place.
Before mounting the keel i asked the workers how much torque they would use for the 19 mm bolts. "We will tighten them as much as we can" was the answer!! I told them NOT to do so, and found the proper torque for them, 26 kgm. I told them to use 26 kgm....they didnt, so now no one knows how tight they are. Hill Billy style i guess, and i fesr they are way to tight. A big guy with a 50 cm steel pipe did it, my guess is he did far more than 26 kgm.
The keel is now covered with fibreglass. What would be my next step?

There's plenty of keelbolt torque threads to search...

Are you are saying that your bolts are now covered up with glass???

My rough guess is the Big Hillbilly did about 40 kgm ???

The correct answer hear is to dig out the glass and do it again. This will only play on your mind now. The truth is unless the keel bolts aren't bronze and were dry torqued you are probably fine. I'm going to assume that they are stainless...this would explain the glass over them.
If you do re torque the bolts make sure the washers are stainless too! I've seen mild steel washers used quite a few times...

Here is what I got from my boat builder for 1-3/8 keel bolts:

There are standard tables (which have been around since my Grand Dad was an idea) as to how much torque to apply to a fastener of a specific; hardness, alloy, diameter, & thread. They're not hard to find, it's just this gent (& I use that word VERY loosely here) either has no idea said info exists, & or, is too lazy to spend 5 min looking it up online. Even though I'm Certain that they have said data tables in many locations in any decent sized yard.

That fiberglass overtop of the bolts thing makes me Real uneasy. Not because of what that kind of environ can do to stainless, but rather, because it has me concerned that they might have done it to cover up some type of (possibly grievous) error & damage on their part. Like that maybe overtorquing the bolts did some damage.
I'd want to know, & with a strong preference to it being on their dime.

I'm betting he means that the keel to hull joint was fiberglassed over. Not the keel bolts...?

Sorry, there are no fiberglass over the bolts, but where the hull and keel meets. My concern is that when they are overtightened the bolts have lost some strenght , if i ex ground the boat. Am i being overconcerned?

My guess is it would be pretty hard for a man to overtighten a 3/4" bolt.... especially amongst the floor boards of a boat.
