is primer really needed

i am getting ready to fix a bunch of scratches on my boat, i am not going to use gelcoat, i am going to use thickened epoxy. for the poly paints out there do i really need to use the primer over sanded gel coat and epoxy. i am talking about the interlux or west marine stuff.

well i guess its 70 bucks to do a little painting. i wonder how a home depot poly paint would hold up on a decent primer, its all above the water line. or i could just tint some epoxy and paint it on... or just gelcoat it, it works out that jel coat will cost half as much as paint with primer
