Installing New Ports

Is it possible to install smaller ports when replacing them? Do I simply re-fiberglass the entire window area and cut out/install new sized port? Any advice would be helpful. I am considering buying a boat with ports I feel are oversized to go into the wild (bluewater).
Thanks,
