Help Please ! Swivel Bracket and Steering Arm

Hello, first my apologies for the poor translation.
I have a problem and need help because my knowledge is very weak.
My engine 1999 Mercury 90 hp 3 cyl 2stroke is very difficult to turn to port and starboard.
Already dismantled and removed the cable attached to the steering engine, but still very stuck, put new grease and see what comes out the top, but still keeps turning with difficulty.
My question is:
Swivel Bracket and Steering Arm
Perhaps there is inside dry lubricant on the shaft?
I removed the pin lubrication, and ask, how should I introduce a liquid, which I do not know that soften or dissolve the dry lubricant?
Is there another solution?

best bet is to remove the grease nipple #6 and use wd 40 penertrating oil to try soften the grease.,also apply at top. leave for a few days.
you can also try heating the outer tube to get the oil moving.

if this still doesent work you will need to disassemble shaft from transom mount,best done in a workshop that has a d bolt for the flywheel and lifting gear/hoist.

When the steering is disconnected from the motor, does the motor turn to port and starboard freely, or is it difficult/impossible to turn by hand?

When the steering is disconnected from the motor, can you gently turn the steering wheel and have little to no resistance?

Just wondering if it is the cable, or an issue between the motor and the steering wheel?

I've tried WD40 but the oil seep has difficulty due to permeate viscosity of the lubricant inside.
I thought of trying to gasoline, what do you think?
The heat gun is a good idea, thanks!

With the steering disconnected from the engine, move the motor to the sides with my hands is also very difficult.

When the steering is disconnected from the motor, can you gently turn the steering wheel and have little to no resistance?
The steering wheel has no trouble turning to both sides, seems like butter.

diesel would be better,espeacially if you are going to use heat,keep a wet cloth handy and make sure the carburettors are empty as well.
you could also try injecting engine cleaning spray to loosen the grease

Dear friends,
I tried everything, WD40, 2-stroke oil, new grease, improved a little but still very very stiff and difficult to turn.
Is there rust inside the shaft or salt, or possibly limestone?
I do not know what to do, I'm desperate!

That would mean the steering mechanism is not the problem, but the shaft (9) and the fittings on it (17, 2, etc.) may be. It is possible that the shaft was struck and bent slightly, that could make it difficult to turn.

I would examine the shaft and bearings to see what it binding, if this is something bent or broken, or something that can be lubricated, or perhaps a bearing sleeve (3)has worn and needs to be replaced. If this part is plastic, perhaps it has been worn or is starting to break down and become sticky from an improper lubricant or solvent in the past. Pulling the shaft up and cleaning and lubricating the main bearings would seem to be in order.

If the problem was noticeable after not using it for some time then something may have tighten with corrosion. If it occurred suddenly then that would suggest a broken or bent component. I had a small outboard that i used daily, then left it about a year without use and the steering tighten up totally. I spent hours moving it both ways and it slowly improved so i guess that it was corrosion but if it had been a damage component i suppose that i would have damaged it even more.

Pulling OB apart is easy, getting them back together less so.

Again my thanks and all the attention paid to me!
Actually I was suspicious that it could be the shaft (9) and the fittings on it (17, 2, etc.).
I suspect that may be some corrosion on the inside but did not want to disassemble the entire engine to access shaft (9 ).
Spending will certainly be very high.
I thought I'd inject some corrosive liquid that can remove rust, and then blow with air pressure so that nothing would remain inside.
What do you think, could be worse and damage the shaft (9) and the fittings?
Acid maybe?

Yep! First you'll have to remove the assembly from the motor section. If you take the clamp #15 off and work it back and forth while pulling up you may get it out. It'll probably damage the bushings #3 and the seal #2. I suspect that the shaft #9 is rusty and has swollen up in the bushings and the only remedy is to sand the shaft and replace the bushings, which are probably plastic.

I wouldn't use acid on it.

If corrosion has formed, it is often insoluble with spray cleaners and breaking it down to clean it out will do a better job. If there's something like sand or grit in the bearings, there's no real way to wash that out, it still needs to be opened up. As delmarrey said...
