Absolutely, Driscoll's Mission Bay. Good people, nice yard, decent prices. If the yard manager is still Jorge (George) you'll never meet a more helpful guy.

If you have the bottom painted in Ensenada, are there any additional fees or paperwork required when clearing customs in San Diego?
Also, since San Diego apparently limits the Cu based bottom paints you can use, does Baja Naval also limit paints they will apply? And/or are they constrained by what paints they can buy in San Diego?
Would it be best to simply bring my own paint?

baja naval is in direct competition with those san diego companies and yes is also run by one. soooo.... those other yards in mexico are a better deal f you are seeking a good deal. there is no GOOD DEAL until you get to la paz, and even better up into san carlos/guaymas.

most folks there use trinidad sr, or did when i left...
if you want specific paint, buy it in usa.
mexico has comex and they have paint..comparable pricing--200 usd per gallon or less.
