I have been contemplating ways to secure this hatch to prevent uninvited entry from outside. Surely there must be a way. My partner suggested the metal bracket on the side goes into a hole to keep it latched. Is this what it is supposed to be for?

If the handles swing towards each other and you have access from the inside, then you should be able to come up with some device to prevent them from being turned away from each other. Chain, piping or even some parachute cord going between the handles several times would work.
