I think if you peel a 28 Sabre... there wont be any boat left!

Nah, it's no problem. Should be about $600 to peel it one time. If you can find someone competent and reasonably priced, that is.

The plot thickens...........

I contacted the previous owner and the boat was "9-step" Awlgripped over a power-blue gelcoat. There is a ton of forum writing that warns against shrinkwrapping over Awlgrip, plus Alwgrip recommends not doing it, and this is exactly what I did :-( Started sanding today, pics attached. I plan to fill, fair, prime, and re-Awlgrip in spring,

Sure those blisters aren't in the primer too? Or even in the gel? If so, it doesn't have anything to do with shrinkwrap.

Ridding of the cancer.

I highlighted the high-spots sanding with 120-grit. Then opened each one with a grinding bit on a Dremel tool. My plan is to coat each with epoxy, fill, fair, prime, and paint.
