Fleming wind vane model 45 wind blade adjuster frozen

Hi folks

I am helping some neighbors try to figure out the problem with a Fleming Model 45. It has been on the back of their boat for many years and never used. Now that a South Pacific crossing is coming soon they are trying to figure things out.

I just returned from a quick look and it appears to me everything is moving freely except the geared top piece that adjust the wind blade. There is an aluminum ring with 3 screws that bolts onto the top of the large gear. It appears to be corroded. The aluminum ring is the diameter of the SS housing and I am not sure this is causing the adjuster to be frozen?? This unit has the small thumb screw wheel that is used to turn the gear which in turn moves the wind blade.

Does anyone have a parts diagram for this unit so we can see how it is suppose to come apart? I have googled the unit but could not find a exploded parts diagram.

Secondly has anyone had a similar problem?

Thirdly we are in a back water in Ecuador with parts not readily available and almost impossible to ship into the country. But there are good machine shops if we need to manufacture a part.

Any advice would be appreciated

Not sure if it makes any difference but the model I am requesting info on is a KA45
