Fixing my vancouver 25 in the carribean

Helo.

I have some repairs to be done on my 29 foot pocket cruiser. A vencouver 25. It is now on a drydock in antigua and i plan to sail to the pacific this season.
I will explain and appricite any suggestions and recomendations:

1. I have some advanced corosion at the first 3 sm of my must. I plan to cut this portion off and make up for it by placing a 3 sm wood spacer between the deck and the must step. Im a bit worrid about making the cut on the bottom of the mast perfectly eaven using only a disk grinder. Anybody with expiriance and knoledg knows if this can be done or if eaven the slightest mistake can endanger the strangh of my must?

2. I need some steinless welding done on one of my chein plates. Les then an hours work for a professional. Anybody knows a talanted and fare prised welder in the area of my boat? Dominicana, jamica, portorico and anyware in the area.

P.s. money is an issue for me
