The first two things I learned as a deck hand in the Coast Guard was:

1. If it's not moving paint it;
2. If it's moving, paint it till it quits moving!

A buddy and I took two newbies, a student and an intern, on their first tour of a CG ship last week. First thing they noticed when entering the E/R workshop was a case of duct tape and about a hundred cans of WD40!

Rule #3. If 1 and 2 can not be resolved, employ a large hammer

If it moves, salute it!

It sounds like you got the abridged version of the USN rules:

1-If it moves, salute it.
2-If it doesn't move, move it.
3-If you can't move it, paint it.
