Yes!!!! If it's going to be welded/heated or machined at all it'll need to be pickled/passivated. Using a steel wire brush will cause stains to form and even polishing. Passivating eats the iron from the surface, which protects the under metal. "But rust never sleeps" so after a couple or more years a hand polish with a SS polish will keep it shinny.
