Bulkhead repair

The wood bulkhead that my Aqua Drive bolts to has delaminated. I want to remove the rotted sections of the wood between the glass then mix epoxy with micro fibers and fill the cavity. Anybody have any experience using a wood rasp on the end of a drill for this. One suggestion was to sharpen the short side of an Allen wrench. They even had a neme for the tool but I can't remember what they called it.

Any and all suggestion welcome. I have been waiting three weeks for the yard to do it but run out of patience.

After talking with the builder and fiberglass mechanic I dove in and fixed it. Lots of grinding out rotted wood but believe bulkhead is solid now. Thanks Zack for wanting to assist.
