Built in headliner fix? Interior repainting questions

Hi guys. I know it's mostly cosmetic, besides the underlying problem of WHY it became this way. But I want to fix what I call the "headliner". It's a fiberglass ceiling that is textured. I know I got some terminology wrong, so feel free to correct me so I can ask correctly 😀

It's a Catalina 27 if anyone is wondering

1. I'd like to repaint the interior fiberglass, the smooth fiberglass I will have no problem but I'm at a loss with the textured part. There is a texture to it, would it be best to buy some headliner material to lay over it? Or better to paint over? Any advice?

2. I'm thinking the part with the hole in it, to cut the fiberglass to a none soft spot, then reglass, then paint or fabric. Good plan?

I removed all the headliner in my boat, which had been glued onto thin plywood that was screwed into the fiberglass. I appreciate having good access to the deck hardware now and Im planning to paint the "ceiling" too, perhaps with some filler to smooth out the rough spots. As far as your textured areas are concerned, I like the look of that and would keep it as is, if I were you. That kind of texture has a much more pleasing look, in my opinion, than smooth white.

Thanks for your opinion. I think I may do that, but just glass over that area where the hole is and make that part smooth.
