broken marine head

I have a Jabsco manual. Pump will not draw in seawater for the flush. Is this likely a problem with the joker valve, or something else?

Joker valve is the outie, not the innie. Likely it's your flapper valve gasket assembly up in the top of the pump handle, these seem to go fairly frequently.

while you are at it you might as well re-build it. It does not cost much, about $40 for the entire rebuild kit.
