I had exactly the same base on my Selden mast.

I don't think you will find a new replacement.
If you are lucky, perhaps a salvaged one.

But, luckily, I don't think yours really needs to be replaced.
Those holes are to keep the mast base from sliding backward or forward on the deck fitting. Not to keep it from jumping off the deck fitting; Your rig should be doing that. In fact, if your rig is properly tightened the base will not move at all.
My advice would be to get it welded up and re-drilled, then if you can re-anodize or powder-coat.

You could get lots of useful practical information from Yahoo's Nauticat user group "Nauticat yacht owners and admirers". Nauticat yard is also usually very helpful if you need some information on your boat details.

The big issue I'm running into while I'm calling around is that these guys are telling me because it's a cast peace, welding will end up being pretty darn weak and vulnerable to breakage.
I'm going to drop it by a local shop this afternoon that does casting to see what they can do for me, and call all the phone numbers you guys have provided. Thanks so much for the help!

That flat angle piece is cast? Sure looks like an extrusion to me.
If you have it welded consider a bushing, that distributes the load and done properly the replaceable bushing ought to take any wear
