on the hard it could be an easy days
work to measure offsets.
locate stations on the ground and with a vertical offset
references take measurements. (a level is your friend)

...same station points with horizontal
references.
as long as measurements satisfy the requirements for a half model, you are there.
produce the drawings and model it as a mesh. (i think)
interior
mostly simple geometry...measure and draw.
most old acad programs should be able to handle it.
really don't see a reason for laser scanning, although that would be very cool.
then slice it. seems like the most informative section would be longitudinal.
once sliced into two halves (port and starboard), views can be rotated any which way.
then send it to a printing house with a 3d printer for a physical model.
