Antifoul or gloss paint?

We keep our sailing school boats in Antigua, Caribbean. The problem with bottom fouling is major! After antifouling paint has been applied we find we need to get the boats' bottoms scrubbed clean every month or so - this then scrubs off the self abrading paint, and is also very expensive in diver costs. It has been suggested that good quality gloss bottom paint will be more cost effective - easier for the divers to clean, and will last longer. Any thoughts??? Will it be difficult to get rid of the anti-foul paint that is left on the hulls, to be able to replace it with a gloss finish? Any thoughts on what gloss paint would work?
