I think the fact that you found " a fair bit of crud" in the secondary ( just as I did recently) points to "crud" in the system....most likely in the tank and it possibly will continue. To rule that out I would check both filters again just to see what is there this time.
Changing the secondary fixed my problem.
Also monitor how well the lift pump works manually when you prime......fuel should flow quite easily to be normal.

Yes similar, but not the same. Those threads said they could not achieve revs over a certain amount at all, unlike my symptoms.

While your in there check the air intake screen. Only takes a minute and is one more thing to rule out. My engine manual (perkins) has a fault finding diagram that has symptoms and the possible causes of the fault. Is handy to just work your way through the list checking stuff off as you go. Leave big stuff(like injector pump) till last.
