Yanmar 3hm

Sometimes my engine's rpm vary by 600. Cruising along at 2100 rpm it drops to 1500 then back up and down continuously. If I back the throttle to 1500, it still drops the 600. Clean fuel, clean filters, And a new primate fuel pump haven't helped. Also, it is only an occasional issue. Any ideas?

Tank vent clear.
It happened last year at season end so I changed the primary pump. Worked perfectly all season until last weekend. Next day was fine. I hate intermittent issues!

A diesel may do that from air in the fuel line, or restricted fuel. Maybe you have something clogging the pickup tube in the tank would be a good guess.
