As for the water issue, a leakdown test on cooling system may put your mind to rest. Many times a kit can be borrowed from an auto parts store that has a loaner program. Pump it up and let it sit for a day. No pressure loss, no leak.

Thanks for all the great info, I'll choose the "sending pump off to have seals replaced" idea. The governer is hydraulic but no one sells the seals to it.

I ran the engine for 10 hours this weekend, all the water evaporated off with no white cream in oil. My conclusion is that it must have been condensate water from leaving boat unused for 4 months during winter. No blown head gasket! Yeh!!
