If no oily sheen trailing vessel-then most likely severe internal cooling corrosion.If oily sheen-cracked head,bad head gasket...... it goes on and on.

Thanks for all the replies...

No - no oily sheen on the water.

Yes - LA Basin (Alamitos Bay actually) and although the water is pretty dirty it's not brown.

Rusty and corroded parts sounds reasonable. Would that account for the black/brown exhaust smoke as well or is that more likely attibutable to overloaded prop and/or fuel injector problem?

Partially burned fuel(diesel) will come out of a wet exhaust like brown water/exhaust. Perhaps a bad injector or fouled injector, causing to much fuel or improper spray pattern inside the cylinder, and not igniting properly on the downstroke. Or alternatively, low fuel air mixture, causing the engine to burn rich - again excessive, unburned fuel being vaporized and vented overboard in the wet exhaust.
