Volvo TMD22L Diesels - One 4500 rpm, the Other 3500 - Advice Welcomed

I have twin Volvo TMD22L diesels in my boat. Each has done about 1000 hrs. They run well, good oil pressure. I had new injectors and cam belts fitted when I bought the boat. However, one will only reach 3500 revs whereas the other will smoothly rev up to 4500. This is not a particular problem as I usually cruise at about 2500 revs but I wanted to be able to rev fully on both engines if needed. The engineer who serviced the engines said that he thought it might be the Turbo but it could be an expensive job to sort it out.
Has anyone got any ideas? Should I relax and live with it?
