Sounds like a leak in the fuel system, sucking air.

Precisely ...

But inside or outside the tank?

Could be a "floppy when choppy" line with a questionable connection...

After sitting for several days even at the dock has fuel drained back out of the system? If so your OEM check valve is probably bad. If that is the case install a small 12 volt pulse type fuel pump inline with a spring type check valve. Remember that your check valve cracking pressure needs to be less than the electric pump and your mechanical left pump. Kick the electric pump on for a minute before your start.
