Suzuki dt8c carb question

Hi
I have a 91 Suzuki dt8c and the previous owner never got it to run properly. I opened it and had a look today and it ess leaking quite alot of fuel from a adjustable screw on the lower side of the float housing. If I tighten the screw it starts to flow gas from the top of the carb instead.

Can anyone here tell me what the function of the screw on the side of the float housing could be?

Pics would be good but I'm guessing the screw is the bowl drain and should be tight under normal conditions. If gas flows out of the top when closed you probably have a stuck needle valve inside the float bowl or some debris trapped in it.
