How long is a piece of string? Exactly!

You need to start with these checks tests as all above posts, I forgot to say when we stripped the above engine(manifold pic) we found one small pin hole in each liner (unbelievable but true) the rest of each liner was perfect apart from the pin hole, not big enough to let the water through but bid enough to let the compression enter the fresh water side of the engine thus causing bubbles,
(Now who would have picked that)there's simply many many other reasons apart from a head gasket(which is still a possibility)

What I'm getting at is with out a partial strip down /testing components it's all a guess!

FWIW, I was getting steam from my exhaust, and it it was simply an indication that the raw water flow was getting a bit on the low side. As soon as I tracked down the restriction in the raw water flow, the steam went away. And it is also worth noting that the engine was not overheating during any of this either.
